The WV Statewide Independent Living Council (SILC) is a consumer-controlled organization that promotes the independent living philosophy and advocates for the rights and inclusion of individuals with disabilities in West Virginia. Established under the Rehabilitation Act of 1973, the SILC consists of voting and non-voting members appointed by the Governor, including representatives from the West Virginian Independence Network (WIN) and other state agencies.
