Southeastern Public Service Authority (SPSA) is a waste management organization operating in Southeastern Virginia. The SPSA Regional Landfill is managed to high environmental standards, preventing leaks and odors, and even selling energy back to the grid. Ash from the Wheelabrator RDF Plant is beneficially used as a cover material at the landfill.
