Victoria moved to Washington, D.C. to accept her dream job working as a presidential appointee at the Department of Homeland Security. Despite the long hours, she dedicated her nights and weekends to inventing ice cream flavors. In 2013, she started selling twelve flavors in grocery stores, and that July Ice Cream Jubilee was voted People's Choice for Best Ice Cream at the DC Scoop competition. Ice Cream Jubilee opened their first store in Yards Park in July 2014.

Inspired by international travels, decadent cocktails, and her childhood as a Chinese girl in Texas, Victoria creates and balances each recipe to create unique ice cream and sorbet experiences. We use all-natural cream from a small creamery, just a few hours from our scoop shops in Washington, DC. We are proud that our small-batch technique allows us to create the highest-quality product and the freshest flavors.
