The Texas Department of Criminal Justice governs the Correctional Institutions Division, which manages a unit, Clements. The unit was established in 1990 and serves more than 3,700 male offenders. Clements spreads across an area of over 590 acres and houses a shoe factory. It employs nearly 1,170 staff members and conducts several agricultural operations, such as beef processing, contract farming and grazing. Clements has security horses and dogs, as well as administers the Texas Second Chance Program. It offers adult basic and special education classes. The unit provides ambulatory medical, dental and mental health services. In addition, Clements offers faith-based and substance abuse education.
