HistoryMr. Frank X. Spencer started his Engineering career in 1971-1973 with the U.S. Army Corps of Engineers, Fort Worth District. He operated his own construction company in the city of San Antonio, Texas from 1973-1977. From 1977-1979 he worked for Fred P. Armstrong & Assoc. In 1979, with only three employees under its name, he founded Frank X. Spencer & Associates, Inc. and has worked hard to become an industry leader within West Texas, New Mexico and Mexico. FXSA was founded in the Town of Pecos City. Because of the firm's continuous success and incomparable growth, the firm decided to expand its services to El Paso, Texas in 1999 with the same goal and work ethic in mind. On June 30, 2010, Mrs. Rebecca T. Spencer was appointed President of the Company.
