Lackawanna County Emergency Rental Assistance Program (LERAP) is a collaborative effort between Lackawanna County, tenants, landlords, utility providers, community partners, the eviction court system, and program manager Capital Access. Established by the U.S. Treasury and Commonwealth of Pennsylvania during the Covid emergency, LERAP aims to assist low-income renters by providing grants for rent and utility assistance. The program has successfully helped numerous households in the greater Lackawanna County Community, providing grants, averagely covering 9.35 months of rent and/or utility assistance, and helping households avoid eviction.
LERAP prioritizes households facing eviction in the Lackawanna County court system, those with income at or below 50% of the Area Median Income (AMI), and households with at least one unemployed person who has an active claim with a state Office of Unemployment. The program has made a significant impact, benefiting households with children, those earning 80% or less of AMI, and those earning 30% or less of AMI. To apply, applicants must complete the registration process, submit a full application along with verification documents, and await grant approval and payment confirmation through their Applicant Portal.
