The Council of Three Rivers American Indian Center, a nonprofit organization, has been in operation since 1969. The organization operates the Singing Winds Head Start Program for preschool children with various disabilities. It also administers the Early Head Start program, which offers a variety of child development services for low-income families. The Early Head Start program provides family support and mental health care services. In addition, the organization operates foster care and cultural programs. It administers the Council Kids Child Care Program, as well as Rainbow Adoptions. The Council of Three Rivers American Indian Center is accredited by the National Association for the Education of Young Children (NAEYC).
