The Oklahoma Health Care Authority (OHCA) is the primary entity in the state of Oklahoma charged with controlling costs of state-purchased health care. In 1995, the organization began its mission as the single state Medicaid agency. Also mandated at that time, was the conversion of the Oklahoma Medicaid program from fee-for-service to a statewide comprehensive system of managed care delivery. OHCA developed and implemented two distinct managed care delivery systems, SoonerCare Plus and SoonerCare Choice. In 2003, increased health care costs and inadequate health maintenance organization (HMO) participation in the state Medicaid program prompted the OHCA board to approve a proposal to end its HMO contracts and switch to the state s other managed care system, SoonerCare. The Oklahoma Health Care Authority s main office is located in Oklahoma City.
