The City of Rochester, Department of Community Development-Building and Zoning administers the New York State Uniform Fire Prevention and Building Code and the City of Rochester Zoning Ordinance. It regulates subdivisions and land use, examines permit applications, conducts periodic progress inspections of buildings that require permits and regulates skilled trades by issuing licenses. The Department of Community Development monitors physical, economic and social conditions and trends. It also facilitates and supports citizens in creating community and neighborhood visions and plans, and helps preserve, promote and create quality housing opportunities. The department additionally encourages and regulates the appropriate use and development of land and construction of residential and commercial buildings to promote taxable value for the city of Rochester, N.Y.
