NECAC has provided a variety of social services for low-income families, the elderly and the disabled since 1965. They assist low-income families with winter heating programs and weatherization to help make homes more energy efficient. They also offer classes in family planning and a variety of other areas to help individuals and families learn to become self-sufficient. NECAC provides in-home care for disabled and elderly residents and has three senior housing complexes for adults age 62 and up. The organization also offers a Foster Grandparent Program matching a low-income adult with an at-risk child for one-on-one attention. NECAC's mission statement is: "Empowering people, changing lives and building communities."
