The East Central Intergovernmental Association is a membership-supported organization of local governmental bodies in the eastern Iowa counties of Cedar, Clinton, Delaware, Dubuque and Jackson. The mission of the East Central Intergovernmental Association is to work with member governments, their residents and others to empower communities and enhance the quality of life throughout the region. The key purposes of East Central Intergovernmental Association are to provide benefits to members and a forum for discussion, exchange and dissemination of ideas amongst members; administer federal and state programs; provide administrative expertise, staffing expertise to member governments and a vehicle to reach more people within the region; and assist in the maintenance of local control and decision making. The association is headquartered in Dubuque, Iowa.
