IdahoSTARS IdahoSTARS is a joint-project between the University of Idaho's Center on Disabilities and Human Development ( CDHD ) and Idaho Association for the Education of Young Children funded by Idaho State Department of Health and Welfare ( DHW ). The importance of the early childhood years in developing a child's full potential has been receiving considerable, deserved attention in Idaho. Having skilled, knowledgeable, caring professionals is vital to that process. The project will provide consumer education to parents and recognize businesses that contribute to child care programs. The Professional Development System ( or PDS ) provides resources, training, education, scholarships, and incentives to improve the quality of early care and education services in Idaho.
