The Humane Society of the Palouse, Inc, was founded in 1978 to prevent animal cruelty, promote animal adoption, and encourage humane pet education here on the Palouse. In 1983 the HSOP built a shelter on White Avenue Extension, adjacent to the Moscow City Pound. In 1995, the City of Moscow built a new shelter at 2019 White Avenue. Both the HSOP and the "City Pound" are housed in this building which is managed by the HSOP. The HSOP is administered by an elected volunteer board of directors. These are citizens of the Palouse who are interested in animal protection, adoption, and education. These working directors donate time and experience to direct and help fund the shelter. They are elected to 3-year terms.
