The Toco Hill-Avis G. Williams Library opened in its new building in June 2009. The library has books and several collections, including audio books, newspapers and magazines, large print books and adult learning materials. It also has free computer access. Facilities include a conference room, meeting room and teen area.

This neighborhood library serves The Historic West End and is one of 34 branches in the Atlanta-Fulton Public Library System. The library houses books, videos, CDs, audio-cassettes, periodicals, large-print books and reference materials; a large children's book section; and an 80-seat meeting room. The library is located on Peeples Street, across the street from The Hammonds House Museum. It is one of 25 branches in the Atlanta-Fulton Public Library System slated for renovation or expansion in 2012 and 2013. In addition to the renovations, the system plans to build a new $85-million central library and eight new branch libraries.
