The San Francisco Department of Human Resources works to recruit, engage and develop the workforce of San Francisco. The department ensures to maintain merit-based employment, equal opportunity and strong labor relations. It is responsible to administer personnel policies and procedures as determined by the Civil Service Commission. The San Francisco Department of Human Resources employee services division negotiates labor agreements with employee organizations, investigates the complaints of workplace discrimination, administers workers compensation benefits for injured employees, and coordinates citywide efforts to train and develop employees. It also maintains an administration services division that supports internal finance and personnel infrastructure, as well as Human Resources Information Systems (HRIS). The San Francisco Department of Human Resources is governed by the City and County of San Francisco.
