A bureau of the Employment and Human Services Department, the Community Services Bureau addresses the underlying conditions that cause poverty. There are 19 service locations across Contra Costa County and the largest program is the Child Development program providing Early Childhood Education Services to more than 2,000 children. Another major program includes the Community Action program where it assists with home energy costs, weatherization and funding for those community-based organizations to assist low-income families transition out of poverty.
