The company is a state-chartered public agency that provides the largest stock of affordable housing in the Los Angeles area. HACLA gets the majority of its funding through the United States Department of Housing and Urban Development. However, HACLA has also built numerous key partnerships with city and state agencies, nonprofit foundations, community-based organizations and private developers.
