The Family and Children's Services agency oversees all foster care and adoption services in Santa Cruz County. The offices, located on the first floor of Building K, are part of the newest addition to the Emeline office complex, constructed in 1995. The office manages the care of county foster children and their families.

A sculpture called "Harbor" by Washington, D.C.-based artist Larry Kirkland was installed outside the building. The giant stone hand and boat provide an ideal waiting area.
